Hagta National Tourism Brand

HEGTA: A Leading Tourism Holding in Iran

Social Security Tourism Holding (HEGTA) was established in 2015 (1394 in the Iranian calendar) to strengthen coordination, foster synergies, and develop an integrated tourism value chain among affiliated companies. Operating within the framework of the Social Security Organization (SSO) and the Ministry of Cooperatives, Labour and Social Welfare, HEGTA brings together expertise in hospitality, passenger rail transportation, travel services, tourism investment, and the development of recreational and accommodation facilities. Through strategic management, cooperation among affiliated companies, and innovative approaches to tourism development, HEGTA aims to contribute to the sustainable growth of Iran’s tourism industry while generating economic and social value.

Establishment and Corporate Structure

At its establishment in 2015, HEGTA was entrusted with managing the shares of seven affiliated companies. Following organizational changes in 2019 (1398), including the withdrawal of Refah Gostar Tamin Social Security Company from HEGTA’s organizational structure, and the subsequent approval of HEGTA’s capital increase by the relevant governing bodies of the Social Security Organization, ownership of shares in four companies was transferred to HEGTA:
  • Abadgaran Iran Tourism Company
  • Iran Tourism and Touring Investment Company (ITTIC)
  • Anzali Coastal Village Company
  • Tamin International Travel and Tourism Services Company
Two additional companies operate within this corporate structure:
  • National Travel Card Investment Company
  • Coastal Village Apartment Construction Company
Since 2015, the Social Security Organization has also entrusted HEGTA with managing its shareholdings in Homa Hotels Group and RAJA Rail Transportation Company. Novin Sanat Raja Company, operating within RAJA’s corporate structure, is responsible for technical services, maintenance, and repair activities related to railway equipment and passenger trains.

Organizational Development and Restructuring

As part of the restructuring initiatives associated with Iran’s Seventh National Development Plan, additional changes to HEGTA’s organizational structure were approved in May and June 2026 (Ordibehesht and Khordad 1405). According to decisions made by the Social Security Organization’s Investment Committee, Refah Gostar Tamin Social Security Company was merged into HEGTA following the transfer of its assets to the Social Security Organization. The restructuring also provides for HEGTA to assume operational management responsibilities for accommodation and hospitality facilities previously managed by Refah Gostar, as well as designated facilities affiliated with the Social Security Organization’s provincial offices and healthcare division. These developments mark an important stage in HEGTA’s transformation from a primarily strategic and administrative holding company into an operationally integrated tourism organization. By combining corporate management with direct oversight of tourism and hospitality services, HEGTA seeks to improve operational efficiency, strengthen coordination, and create greater value across its affiliated businesses.

Our Mission

HEGTA’s mission is to support the Social Security Organization’s asset development objectives, strengthen its international profile, and deliver socio-economic value through the sustainable development of Iran’s tourism industry. The holding pursues this mission by promoting profitability, improving coordination among affiliated companies, encouraging strategic investment, and adopting innovative approaches to tourism services and infrastructure development. HEGTA is also committed to strengthening corporate governance, enhancing financial transparency, and exploring appropriate opportunities for participation in the capital market. Beyond its economic objectives, the holding seeks to improve the quality of life and social well-being of individuals and families covered by the Social Security Organization. Through accessible travel packages, high-quality hospitality services, and diverse recreational opportunities, HEGTA aims to enhance customer satisfaction and contribute to a more inclusive and sustainable tourism ecosystem.
